The purpose of this presentation is to explain pragmatics and speech acts instruction in the foreign language (FL) environment, and to discuss some of the research on FL and military studies about cross-cultural competence and communicative proficiency. A discussion of cross-cultural and communicative competence versus linguistic competence will include classroom practices as well as examples and ideas for increasing language learners' proficiency. Presenters will also discuss effective strategies in teaching culture in the foreign language classroom in ways that help the learner to become not just a “fluent fool,” but also a person with pragmatic competence that enables him/her to converse and persuade others in challenging real life situations.

This presentation introduces the idea of a new international exchange. Tokyo Future University started a program where university students teach artwork to elementary school students in Cambodia. The university students practiced intercultural communication skills including English, the second language and non-verbal communication techniques.
